A 12" table fan takes about 1% as much power as an air conditioner. Its breeze can mean comfort at higher thermostat settings. It can cool you faster than adjusting the thermostat. From the floor, it can send you the coolest, driest air in the room.
I've had a classic wire-cage table fan for 30 years. It runs fine after 40,000 hours. I tried a newer one with a plastic grille. It was noisy, inefficient, and very difficult to clean. It quit after ten years.
The other day I bought a Trueliving classic table fan at the local dollar store. I liked it so much, I bought another. My old reliable fan uses 28-33-45 watts. The new ones use 24-28-33. They seem to move the air just as well. For the cages, the new ones use thinner wire, 17 vs 14 Steel Wire Gage. That would mean less resistance and less turbulence.
