After checking the fan, the heater, the timer, etc. I was ready to just get another refrigerator. I could see the coils were getting cold, but I could not get the fan to circulate the air.
Ends up the thermostat not only shuts off the defrost heater when the coils warm up, it turns on the fan only when the coils are cold. The sensor was swollen (blue bits on top coming off) and no longer closing the circuit.
Swapped in this new sensor and it blows cold air again like a new one.

Part is as advertised and fixed my refridgerator. You could probably save the money and buy just the thermostat with two wires as the difference for "extra" wire and connectors is about 50% more.....This set-up makes it a quick and easy swap....
